Goldfish are only planted tank safe in very large tanks with very fast growing tanks - all rooted down firmly amongst large gravel. Some will be terrors. You may be best sticking to silk plants. are you using plants with the plastic base?
try using plants with the heaver rock base and possibly tie 2 together to make it even more heavy
and try using silk plants, i think most silk plants are harder to pull apart References :
Goldfishes eat anything, even after they are full. They will fit anything in their mouths, or anything they think fit’s in their mouth. That’s why plants aren’t really good for a goldfish community. There is nothing really wrong with eating the plants though, it’s just that it can make a mess and the plants may diseases.

It is normal behavior for goldfish. They are omnivores and sometimes scavenge/hunt on the bottom in the wild. Thats why they root stuff up. There might be insects or small fish under that stuff for all he knows. They are not tearing apart the plants to be destructive…they are eating them because they are always hungry.
They don’t like the taste of Java Ferns though, so you could try those. Java Ferns are also pretty easy to keep. The only thing they don’t like is bright light. There are some other plants listed here that might work - http://www.exoticgoldfish.net/setup.html#plants -. I’ve had a lot of success with all of those except Amazon Swords (wasn’t the goldfish’s fault, I just couldn’t keep them alive). Hornwort and Java Moss don’t have to be stationary, and so are immune to being damaged by rooting behavior. Many plants can be bought in small pots, making them immune to uprooting as well.
I have never had a real problem with keeping live plants and goldfish together myself. There are a lot of plants that can survive goldfish grazing or can withstand the damage from goldfish.
